SURVEILLANCE.md turns the word around: it is about watching AI agents, not people. A plain markdown file can say which of an agent's actions get logged, who reviews them, which alerts fire, and what the agent must never do out of sight.

## WHAT IT COULD COVER

• - what gets logged: tool calls, files touched, money moved, messages sent
• - where logs live, and who can read them
• - alerts: what should wake a person up
• - review: how often someone reads the record
• - limits: no watching people, no covert recording
